I saw this story on Military.Com this morning. It uses a railgun/maglev type of concept to accelerate a Scramjet powered "booster" (mini space plane) to get to the edge of the atmosphere, where it launches a small payload package with a small rocket motor (think the Payload Assistance Module [PAM] that the shuttle uses for cargo).
